I was speaking specifically of men here who stare at your chest even when you're fully clothed, not showing any cleavage, and not overly endowed. I wouldn't say I run into it a lot, but when it happens, it's weird. And the guys who do it (one is a judge) ALWAYS do it. It's a fixation for them. My friends and I call them booby-gazers.
